중요 포인트: 의무와 선택의 차이
전자장부보존법에는 「의무」 부분과 「선택」 부분이 있습니다. 혼동하기 쉬우니 먼저 이 차이를 이해합시다.
의무와 선택 구분
의무 (2024년 1월~)
전자거래 데이터 전자보존

- E-commerce order confirmations/receipts

이것들은 전자 데이터 그대로 보존이 필수입니다
선택 (선택 가능)
종이 영수증 스캐너 보존
- Paper receipts from stores
- Invoices received by mail
- Handwritten receipts
요건을 충족하면 전자화 가능 (종이 그대로 보관도 가능)
스캐너 보존 요건
종이 영수증을 스캔하여 전자 보존하고 원본을 폐기하려면 다음 요건을 충족해야 합니다:
1. Timestamp Attachment
A timestamp must be attached within approximately 7 business days of scanning. Alternatively, use a system that tracks modification/deletion history.
2. Resolution & Color Requirements
Resolution of 200dpi or higher, saved in color (RGB 256+ gradation each). Most smartphone cameras meet these requirements.
3. Size Information Preservation
For A4 or smaller documents, size information storage may not be required. For smartphone photos, the image should be viewable at original size or larger.
4. Search Functionality
Must be searchable by date, amount, and vendor. Range searches and combined conditions are also required.
5. Modification/Deletion History
When data is modified or deleted, the fact and content must be verifiable. Alternatively, use a system that prevents modifications/deletions.
주의: 스마트폰 촬영만으로는 불충분
단순히 스마트폰으로 사진을 찍는 것만으로는 위의 요건(특히 타임스탬프·검색 기능)을 충족할 수 없습니다. 전자장부보존법에 대응하는 시스템이나 앱 사용이 필요합니다.
전자거래 데이터 보존 (의무)
2024년 1월부터 전자거래로 받은 데이터는 전자 그대로 보존하는 것이 의무화되었습니다. 종이로 인쇄해서 보존하는 것이 더 이상 인정되지 않습니다.
해당되는 전자거래 예시
- PDF invoices/receipts sent by email
- Order confirmations from Amazon, Rakuten, etc.
- Credit card online statements
- SaaS service statements (Slack, Notion, etc.)
- EDI system transaction data
보존 요건
전자거래 데이터 보존에도 「진실성 확보」와 「가시성 확보」가 요구됩니다. 간편한 방법으로 다음 중 하나를 충족하면 대응할 수 있습니다.
대응 방법 (택일)
- Receive data with timestamp already attached
- Attach timestamp promptly after receipt
- Use a system that prevents or logs modifications/deletions
- Establish and follow procedures for fraud prevention
